Estelle Appiah is an expert in legislative drafting and peer review mechanisms with more than 33 years experience. She has drafted legislation on a myriad of topics from social policy and petroleum to financial matters. She has also taught legislative drafting to African Commonwealth lawyers amongst others and was a legislative drafting instructor with Athabasca University, Canada.

• Legislative Drafter with progressive experience at the Legislative Drafting Division of the Attorney-General’s Department of the Ministry of Justice, Accra, Ghana, culminating in the Directorship of the Division from 1^st January, 2005 to March 2011, equivalent to a Justice of the Court of Appeal, reporting to the Attorney-General and Minister for Justice. Appointed as a Senior State Attorney in 1989, then as Principal State Attorney, Chief State Attorney and finally as the Director of Legislative Drafting. • Consolidated and revised the legislation on children as a member of the Child Law Reform Advisory Committee that resulted in the Children’s Act, 1998 (Act 560)1995 – 1997.

This involved a review of the legal framework of the National Statistical Service to provide clear roles, responsibilities, reporting lines and functions, October 2011-January 2012.
